Section 11
Section 11 compliance is a mandatory requirement for most organisations involved with children and young people.
Improving the way key people and bodies safeguard and promote the welfare of children is crucial to improving outcomes for children. Section 11 of the Children Act 2004, places a duty on key persons and bodies to make arrangements to ensure that in discharging their functions they have regard to the need to safeguard and promote the welfare of children.
The OSCB is committed to ensuring that all partner agencies can demonstrate compliance with these standards and to that end undertake annual S11 compliance audits, which are then followed up by audit panel meetings with a number individual agencies to discuss the submitted self assessment form.
The Board is also committed to ensuring that those organisations who are commissioned by Board agencies to provide services on their behalf also ensure that they have regard to the need to safeguard and promote the welfare of children and young people. The OSCB has therefore worked with the Local Authority and PCT commissioners to develop a checklist and advice which can be used by the Private, Voluntary or Independent sector to work towards compliance.
Further advice can be found on the Commissioning page.
